Requirements and Procedure on How to Get Business Permit in the Philippines
Before we proceed with the guide, it is important to note that requirements and procedures may vary depending on each city. It is also important to remember that business permits expire on December 31 of each year and require a renewal before the end of January the following year.
While this guide more or less contains the fundamental requirements and steps, it would still be best to check with your city’s Business Permit and Licensing Office (BPLO) for additional details.
Requirements You Will Need to Acquire a Business Permit
- Certificate of Registration: Department of Trade and Industry (DTI) for sole proprietorships, Securities and Exchange Commision (SEC) for Corporations and/or Partnerships.
- A Community Tax Certificate or CEDULA: Obtained from the City or Town Treasurer’s Office at your municipal hall. A payment will be required before receiving this certificate.
- Contract of Lease and/or Tax Declaration: A copy of a Transfer Certificate of Title (TCT) will be needed for a Contract of Lease, and a Tax Declaration will be needed for owned properties.
- A Building Permit or Occupancy Permit: For newly constructed buildings or offices.

- Plan/site map of the businesses location

- Most recent chest x-ray results of the business owner

- Receipt of paid Sanitary Permit Fee and Sanitation Inspection Fees

The Procedure of Acquiring a Business Permit in the Philippines
- Visit the Municipal Hall’s Business Permit and Licencing Office of the city that has jurisdiction over your business address. Alternatively, you may also apply for a new business permit or renew an existing one at off-site venues at malls that have partnerships with your LGUs–SM, Robinsons, Ayala Malls, and Vista Malls.
- Submit the filled-out and notarized application form, along with other required permits and clearances. Application forms can be found online on the LGU’s website, or can be filled out on-site.
- The BPLO will assess your application and if everything is complete and in order, they will issue an Order of Payment that contains the total amount of fees you will have to pay. Note that these charges will be according to the local government’s fee structure, the nature of business, and the size of the place to be occupied.
- Once approved, pay for the fees and obtain a receipt.
Present the receipt to claim your business permit and business plate 1-2 weeks later, which have to be displayed at your company’s premises or office.
